Statewide anti-poverty network launches member portal and agency finder on a managed platform
The Washington State Community Action Partnership (WSCAP) — the statewide network connecting 30 Community Action Agencies that serve low-income individuals and families across all 39 Washington counties — replaced a limited, unsupported CMS with a Cloverleaf Professional platform that delivers a private member portal, public agency directory, and a site their staff can manage without technical support.
The challenge
WSCAP's website was running on a content management system that was no longer supported and couldn't provide the features the organization needed. The site lacked the ability to connect members through private, authenticated content or help the public find their local Community Action Agency. WSCAP has no technical IT staff, and every dollar spent on web infrastructure was a dollar not spent advancing their mission of helping families exit poverty. They needed a platform that could serve both their 400+ member network and the communities who depend on their agencies for critical services, without requiring technical expertise to maintain.
The approach
Cloverleaf deployed a Professional-tier platform with a private member portal providing authenticated access to a member directory and network resources. A public-facing agency finder helps community members locate their local Community Action Agency and connect to services. The content management layer was designed so WSCAP's small staff could publish news, legislative priorities, event information, and training resources independently, redirecting the budget they would have spent on technical support toward their core mission.
